How to Open a Google Ads Account: The Permanent Choices, Payment Methods and Three Routes (2026)

Grace Whitmore Grace Whitmore Published on September 18, 2026 · inGuides

Opening a Google Ads account is a three-step flow in Google's own documentation: add your business information, choose campaign goals and budget, enter payment details. What actually trips people up sits around those three steps — a couple of settings are permanent the moment you submit them, the payment methods available to you depend on your billing country rather than on whatever a tutorial shows, and having an account is not the same as being ready to spend.

This guide runs in the order the decisions actually arrive: what to lock down before signing up, the official flow, what to do immediately after, and where accounts get stuck.

The official flow: three steps

Google Ads Help describes signing up as three things: add your business information, select your campaign goals and budget, and enter your payment details. The final step of the flow also offers conversion measurement setup, so you can measure the actions people take on your ads and website.

One piece of official advice is worth following literally: create the account before creating a campaign. Google states you can skip all the recommendations to create a campaign while you are setting the account up. The most common beginner waste is being walked into launching a campaign before goals are set and conversion measurement exists.

There is also a newer rule that quietly blocks submissions: newly created accounts no longer support URLs in the account name. Google notes it both in the sign-up guide and in the manager account instructions.

The settings you cannot change later: time zone and currency

These are the two most expensive choices in the whole signup, because neither offers a "fix it later" path.

In the manager account instructions Google is explicit: the time zone you choose will be used for your account reporting and billing and can't be changed, and the currency you select is permanent. In a manager account structure, client accounts are billed in their own chosen currencies, and when you review cost information across accounts you have the option to view it converted to the manager account's currency.

In practice:

  • Pick the time zone your team works in, not the one your ads target. It defines how days are cut in reporting and how billing periods land; getting it wrong means mentally re-shifting every daily report from then on.
  • Pick the currency you actually settle in. It drives reconciliation, FX exposure and whether your numbers match finance's numbers.

Which account fields stay editable after creation differs by platform. We compared Meta, Google and TikTok field by field in ad account time zone.

Payment methods: check your billing country, do not copy a tutorial

Payment methods are the fastest-moving part of signup, and Google adjusts them per country and per payment setting. Two examples published in Google Ads Help:

  • PayPal is temporarily unavailable for new accounts on the postpay payment setting, and cannot be added to an existing account. Where available, you can still sign up using PayPal for prepayments.
  • Giropay has not been supported since June 28, 2024 for Google Ads customers on postpay and prepay settings in Germany. Refunds after account cancellation for advertisers who used Giropay are not affected.

The takeaway is not "PayPal does not work." It is that the methods available to you are a function of your billing country and your payment setting (prepay or postpay). Check the current list for your billing country before you sign up, not after.

A payment method problem is not only a funding problem — it is one of the common reasons accounts stop serving. The recovery path is in ad account disabled because of a payment method.

Three routes: self-serve, manager account, or a provider

Self-serve is the direct path: run the three steps above. It fits a single account under a single legal entity.

A manager account (MCC) is, in Google's definition, a Google Ads account that lets you view and manage multiple Google Ads accounts — including other manager accounts — from a single account. It fits a team running several accounts, or an agency consolidating client accounts. Two hard constraints:

  • Manager accounts count toward your limit of 20 Google Ads accounts using the same email address. Creating one is not a free extra slot.
  • The name you give the manager account is what your clients see in their client account, and account names do not accept URLs.

Going through a provider or agency removes the entity-and-payment legwork, at the cost of needing ownership and access settled up front: whose name the account is in, which access level you receive, and how the account and its history transfer if the relationship ends. Ask those three questions before signing, not after. The same trade-off applies on Meta — see opening a Facebook business ad account.

The first three things to do after the account exists

  1. Set up conversion measurement. Google puts it at the end of the signup flow for a reason: Smart Bidding, Target CPA and Target ROAS all depend on conversion data. Without it, every later optimization is guesswork.
  2. Complete billing details and add a backup payment method. A single failing method interrupts delivery, and restoring it goes through review.
  3. Verify the time zone against how you read reports and reconcile spend — because this one cannot be changed afterwards.

Scaling comes later. New accounts have their own spend ramp; see ad account warm-up.

Where signups get stuck

What you see

The usual real cause

Account name is rejected

New accounts do not allow URLs in the account name

No option to change time zone or currency

Both are fixed at creation; a new account is the only route

The payment method in the tutorial is not offered

Availability depends on billing country and prepay/postpay setting

A brand-new account is suspended quickly

Usually payment method, suspicious payment activity or policy review — see Google Ads account suspended

Cannot create more accounts on one email

The limit is 20 accounts per email address, and manager accounts count

What AdBegin does

AdBegin provides account, IP and operating-environment setups for cross-border advertising teams: isolation and login environments for multiple accounts, residential IP and fingerprint browser combinations, and permission and handover models for team work. We do not replace platform review and promise no review outcome — what we do is align your operating environment with platform requirements so fewer problems originate there.

In one paragraph

Google's official signup is three steps (business information, goals and budget, payment details), but time zone and currency are fixed once submitted, available payment methods depend on your billing country and prepay/postpay setting (PayPal, for example, is currently unavailable for new postpay accounts), manager accounts consume part of the 20-accounts-per-email limit, and account names no longer accept URLs. Once the account exists, set up conversion measurement, complete payment details and verify the time zone before you think about spend.

FAQ

What do I need to open a Google Ads account?

Business information, an initial view of your advertising goals and budget, and a payment method that is available in your billing country. Those are the three parts of the official flow; conversion measurement can be set up as the final step.

Can I change the time zone or currency after creating a Google Ads account?

No. Google states the time zone is used for reporting and billing and cannot be changed, and the currency is permanent. Changing either means creating a new account, so verify both before submitting.

How many Google Ads accounts can one email address have?

Twenty, and manager accounts count toward that limit. Managing more than that requires planning your email and manager-account hierarchy.

Can I pay for Google Ads with PayPal?

It depends on your billing country and payment setting. Google Ads Help currently states PayPal is temporarily unavailable for new accounts on postpay and cannot be added to existing accounts, while prepay signup with PayPal remains possible where available.

Can I start running ads immediately after signup?

Mechanically yes, but set up conversion measurement, complete payment details and verify the time zone first — Google itself recommends creating the account and skipping the campaign prompts during setup.
